The report by the Treasury Select Committee investigating the LIBOR scandal uses the term 'culture' a lot. But it does not use it well. Nor, in oral evidence, did many of the bankers and regulators appearing before the Committee. Understanding the effects of potentially pernicious effects culture in organisations has been tried before: at NASA, for example.
